Everyone says answer as a manager, not a technician. But some questions clearly want the technical control. How do you tell which mode a question is in?

Read the stem's verb. "BEST protects" often wants the risk/governance answer; "MOST effective control against X" can want the technical one. The manager mindset is really "address root cause and people/process before buying a box." When two answers are both right, pick the one earlier in the lifecycle — prevention over detection over correction.
